a) 1-% reservation of posts for physically handicapped including the blind in 1978.
b) Relaxation of upper age up to 10 years (Para 8)

3% reservation for the physically handicapped is including 1% for the Blind in-group C & D Posts in 1981.

Extensions of 3% reservation in class II post since 1982.

Modification of roster point in 1984 (reservation of 4th, 34th 70th posts for the Blind, Deaf, and Dumb, Orthopaedically handicapped persons respectively).

Vide its notification dated 19th July 1977, the deputy secretary to the dept. of Commerce & Transport, Govt. of Orissa allows blind students, on proper identification issued by the head of the institution, to travel in public service vehicles on payment of 50% of the actual fare.

Attended Public Telephone:


A sizeable number of attended-type public telephones have been opened at Public Parks etc. Handicapped persons man these telephones.

Wherever P & T Dept. propose to open such public telephones the Govt./local authority concerned provides space without rent and. Electricity charges. (Authority Govt. of Orissa Commerce and Transport Dept. no Tel. 28/81. 110(31) com. dated 7th Sept. 1981.

Self Employment:


The government provides 50% subsidy and the other 50% made available as Bank Loan from State Bank of India for the following trades:
1. Cane and Bamboo Work.
2. Book Binding.
3. Paper Bag making.
4. Shop of beetle and cigarettes.
5. Telephone Booth.

Application is to be forwarded to the Director Community Development and Rural Reconstruction Department duly recommended by the Head Master, School for the Blind, Bhoobaneshwar.
